Which vehicles does this apply to?

HGVs over 12 tonnes gross vehicle weight entering or operating anywhere in Greater London, regardless of where the vehicle or operator is based.

How do we check our vehicle's star rating?

Typically checked via the manufacturer or TfL's own vehicle checker.

Does fitting a Progressive Safe System improve our star rating?

No. PSS is a separate safety requirement that runs alongside the star rating system. It does not change a vehicle’s DVS star rating, but it does qualify a lower-rated vehicle for a permit.

What happens if we don't comply?

An HGV over 12 tonnes operating in the DVS zone without a valid safety permit can receive a penalty charge of up to £550, reduced to £275 if paid within 14 days. The zone is monitored by ANPR cameras across Greater London.

Does DVS apply outside London?

No. Direct Vision Standard is a Transport for London requirement for Greater London. Other camera and mirror regulations may still apply elsewhere.

Check your vehicle’s permit and rating.

HGVs over 12 tonnes operating in most of Greater London need a valid HGV Safety Permit, unless exempt. Vehicles rated zero, one or two stars must meet Progressive Safe System requirements. Applying for the permit is free; equipment and installation costs are separate.

Cameras are only part of the requirement.

The complete installation must meet the applicable requirements. Ask for a vehicle-specific review and consult TfL’s current guidance. TfL does not endorse or accredit specific equipment brands.
